1. Port Emerald would start on a pre-determined higher level (I would suggest Level 3 - thoughts?). MOCs made before the start of the challenge would not count for anything. Lenfald's second settlement would of course start at the beginning.
2. We calculate the points of all builds in Port Emerald up until now and add them to the score. I don't think we'd advance a level because I don't recall any economic or agriculture builds yet - they are mostly military with a few governance. I will do some calculations later today.
Personally I prefer option 1. Port Emerald should have an advantage over the other settlements as it has been established much longer. But then I am a Lenfel and potentially biased. What are the communities thoughts on the matter??

Realistically, yes, Port Emerald is considerably more developed than the new settlements and that should be reflected in the story. However, I do not think that it should start at a pre-determined higher level in this challenge for two reasons. First, since Lenfald's advantage is due to reasons somwhat outside players' control, I think everyone should start at about the same level for the purposes of the game. Second, the game proposed is based entirely on actual builds, so I don't think Lenfald should get points without builds.
I would vote for option 2. It would reward Port Emerald for the building that has been done, but wouldn't give Lenfald too great an advantage.
(There were a couple of agriculture builds in LC 21, and I built an economy build for the GC, so if those are counted I think Port Emerald would be short of Level 2 by only one economy point.)
